To gain entry into that level and beyond, without being an Animorph is a sure way to guarantee a quick intro to the afterlife. No questions asked, zap good bye ! There was noone on the Axere that had the technological capabilities of understanding fully how to implement the zero converters and to tune them accurately. That required a finite amount of previous experience.
Raw trained recruits could end up dead, if the adjustments were anything but accurate. It also put the vessel housing them, at risk of severe damage. The main holding areas were in level 5 ! The goks were already installing the shields.
